The game centers on what developers describe as the “murder of a river,” set against environmental collapse driven by human negligence and corporate greed.

Unlike sanitized approaches to activism, All Will Rise depicts ecoterrorism and violent resistance as legitimate narrative elements within its political framework. The game combines card-based mechanics with narrative choices, allowing players to debate and explore ideas while advancing a story about holding the powerful accountable through both legal and extralegal means.

Developer Hugo Bille, the game’s design director, has candidly acknowledged that the title’s thematic approach will provoke criticism. “I definitely expect some pushback from Western audiences around that topic in particular,” he stated, emphasizing that the team embraces their role as creators of “an activist story.” This openness signals an intentional decision to tackle controversial subject matter rather than avoid it, positioning the game as a vehicle for engaging with complex questions about activism, environmental justice, and the limits of legal resistance in confronting systemic destruction.
