Not so much James Bond, more Mission Impossible - 007 First Light was originally more of an ensemble piece, says IO Interactive

IO Interactive originally envisioned 007 First Light as an ensemble game featuring James Bond alongside other double-O agents, rather than the Bond-focused experience that shipped. The design evolved to center entirely on Bond, though traces of the ensemble approach remain visible in the game’s training sequence set in Malta.

Lead writer Michael Vogt revealed that the early training section deliberately establishes an ensemble atmosphere before pivoting to a solo Bond narrative. As Vogt described it: “During the training sequence, we make a false promise,” before the game “pulls the rug out from under you.” This narrative misdirection sets expectations that Bond will work collaboratively with fellow double-O agents in training before MI6’s program refocuses on Bond alone.

The shift from ensemble to solo game represents a significant creative decision in how the Bond character is portrayed, moving away from a team dynamic toward the traditional lone-agent formula associated with the franchise.
