GTA 6 Was Not “Fully Formed” When Trailer 1 Came Out In 2023

Rockstar North’s development of Grand Theft Auto 6 began in 2015 and took over a decade to complete. When Rockstar released GTA 6’s first promotional trailer in December 2023, the game was still in active development rather than “fully formed.” According to Rob Nelson, Head of Development at Rockstar North, the trailer served as more than marketing material—it functioned as a “mission statement” to rally the development team toward completion.

Nelson explained that Tom Petty’s “Love is a Long Road,” featured in the first trailer, became the thematic focus that guided developers during the final phases of production. The song helped the team push forward to integrate all the work-in-progress elements into a cohesive whole, illustrating how Rockstar uses external creative touchstones to maintain momentum on massive projects.

The extended development timeline also influences Rockstar’s narrative approach. Due to the lengthy production cycle, the studio deliberately avoids incorporating topical real-world events as major plot points. Nelson noted that by the time a game in development for over a decade reaches release, contemporary issues that seemed relevant years earlier may have become dated or inappropriate. This design philosophy reflects the inherent challenge of creating games with lasting relevance.
