Weeks before GTA 6, Rockstar Games imposes new guidelines that restrict mods for missions, maps, updated storylines, and third-party IP

Rockstar Games has published new modding guidelines ahead of Grand Theft Auto 6’s anticipated release, imposing stricter restrictions on what the modding community can create. The guidelines, published on September 10, explicitly restrict mods that modify official storylines, missions, and characters; combine settings and characters from different GTA games; infringe on third-party intellectual property; or create unauthorized ports to other platforms.

The studio frames the policy around “respecting our games,” stating that “like all creators, we have the right to set limits on how others can use our games and brand.” The guidelines are organized into four main categories and are primarily targeted at mods for FiveM and RedM platforms, which Rockstar acquired along with their developers in 2023.

While Rockstar has gradually become more accepting of modding in recent years—particularly following the massive success of GTA 5’s roleplaying community—these new restrictions signal a tighter enforcement approach ahead of GTA 6. The policy could significantly impact would-be entrepreneurs planning to create monetized GTA 6 RP servers, as the guidelines aim to prevent unauthorized commercial use of the company’s intellectual property.

The timing is notable given that mods have been crucial to GTA 5’s extraordinary longevity since its 2013 release. Rockstar’s acquisition of FiveM and partnership with major RP server NoPixel suggested a more collaborative approach, but these guidelines clarify the studio’s boundaries on how its games and brand can be used by the modding community. Fans have expressed concern about enforcement, particularly given Take-Two and Rockstar’s historical reputation for strictly policing unauthorized modifications.
